Eyewash in the field
For this question assume the interaction with the chemical has to be done in the field. Employees working with small amount of hcl in the field(out of work vehicles).
Are portable eyewashes allowed and what about the spray bottle eye rinsers? We have no possibility of plumbing and have extreme cold in winter.

We use bottles of eye wash fluid in the field for exactly the application you asked about. Very small quantity of an acid or base and improbable or very low risk scenarios of an employee with chemical exposure to the eyes.

In addition to portable eye wash bottles, have you looked into substituting the chemical? It may not be feasible but some process substitution could further reduce risk.
We use the spray bottles and they hold up well for us. The liquid freezes and requires frequent changes.

You need something like this.

You really need something that can provide good flow for 15 minutes and the bottles don't cut it.
Eye wash/rinse good to have around. Why not look at some wrap around safety glasses/goggles with the gasket to ensure exposure never occurs. That’s what I used when I was sampling wells.
