OSHA does say PIT Operators must be at least 18 but not in 1910.178.

The Fair Labor Standards Act (FLSA) also prohibits minors from working in hazardous occupations, including:
Driving or working as an outside helper on a motor vehicle, including in or about a mine
Operating power-driven machinery or hoisting apparatus
Working in manufacturing, processing, and mining occupations
Working in communications or public utilities jobs
Working in construction or repair jobs

Also prohibits under 18 from operating Cranes, Derricks, Elevators, Hoists, and Manlifts. There are exceptions like for passenger and automatic elevators.
All only applies to NON-Agriculture occupations.
1910.178 doesn’t specifically state this. OSHA & Federal law states it is a violation for anyone under 18 or over 18 who is not certified to operate a forklift.
